The Kansas Court of Appeals was split Friday on whether the state’s ban on some procedures used in second-term abortions is unconstitutional.
The rare 7-7 ruling means a lower court’s ruling blocking the law from going into effect will stand. Kansas law dictates that when appellate courts are equally divided, the lower ruling stands.
