Senate President Susan Wagle on Wednesday sought to ride a wave of voter anger that threatens to swallow Republican candidates by signaling an openness to tax and budget changes and promising a more transparent legislative process.
Still, Wagle, a Wichita Republican, declined to criticize Gov. Sam Brownback directly, though polls have shown him to be the least popular governor in America and Democrats are running explicitly anti-Brownback campaigns.
