MANHATTAN — Three appellate court judges questioned Tuesday whether a Shawnee Heights firefighter violated the Fourth Amendment when he removed methamphetamine, a syringe and crack pipe from the purse of a woman he had been treating.
Lt. Brian Dodds responded to a home east of Topeka on Sept. 19, 2014, after the homeowner complained a woman she did not know was showering in her basement. Dodds found Debra Lea Davenport incoherently clawing at her own arms and complaining bugs were crawling on her.
