A 29-year-old man who told an FBI agent he loaned $100 to aid John T. Booker Jr., who planned to detonate an explosive device at Fort Riley to kill soldiers, will make a plea in U.S. District Court.
Alexander E. Blair, of Meriden, said he believed federal prosecutors had “sufficient evidence to convict him of the crime of conspiracy” and requested permission to change his plea to guilty, according to a factual basis for a plea to conspiracy, which was filed on Wednesday.
